For more than 25 years, ATS has supported the defense and intelligence communities through the missions that define national security — Founded on the belief that cleared, embedded experts outperform managed-distance vendors.
We were built on a simple belief: that the right people, given the right tools and the right environment, can solve problems that others can’t. That belief shaped how we hire, how we operate, and how we’ve grown into a recognized leader across five integrated capability areas — cyber operations, intelligence solutions, network infrastructure, engineering, and enterprise operations.

At ATS, he leads with mission credibility and business depth; which means a CEO who understands what’s operationally at stake and has the strategic range to build an organization that delivers consistently at scale.

Dave brings nearly 30 years of financial leadership in government contracting, including serving as acting CFO at Empower AI. His expertise in M&A, DCAA/DCMA compliance, and financial process improvement means ATS operates with the fiscal discipline and transparency that government clients require. For clients, a financially well-run contractor means fewer disruptions, more predictable performance, and a partner built for long-term program support.

Gloria spent 20 years in U.S. Government service, retiring as Senior Cyber Advisor at the U.S. Embassy in Tokyo; a Navy veteran and recipient of both the Presidential Rank Award and the Career Intelligence Medal. As ATS’s first CTO, she is building the technical strategy, AI-enabled capabilities, and cybersecurity architecture that will define the company’s next phase of growth. For clients, she brings something uncommon: a technology leader who has operated inside the mission, and now builds the tools to support it.

ATS’s longest-tenured employee, Shawn has served in virtually every operational and leadership role the company has — Linguist, Targeter, Program Manager, Division Manager, and Business Unit GM — following his service in the U.S. Army. As CAO, he aligns ATS’s business functions directly to operational and growth goals. For clients, his 20+ years of institutional knowledge means continuity, deep program understanding, and leadership that never loses sight of the mission.

A 10-year Air Force veteran, April brings 18+ years of BD and proposal leadership across the IC and DoD, including VP-level roles at ManTech, Strategic Intelligence Group, and SpecTal. Her ability to lead both business development and proposal operations simultaneously is rare — and it means ATS pursues the right opportunities and competes to win them. For clients, that translates to a growth-oriented partner with the discipline to deliver on what it promises.

With 25+ years in HR leadership across government contracting and beyond, Mary leads ATS’s total rewards, compliance, and employee engagement programs — including the ESOP and Philanthropy pillars that define ATS’s employee-ownership culture. For clients, Mary’s work is the reason ATS retains the cleared, experienced people who make programs run. Andrea brings 27 years of contracts and pricing expertise, including overseas contingency contracting experience in Bosnia, Iraq, and the Marshall Islands. She holds the CPCM credential and a background in computer engineering. For clients, having a VP of Contracts with both technical literacy and deep field experience in complex environments means cleaner vehicles, faster modifications, and a partner who understands what agility in a contract actually looks like.
